Teeter Hang Ups XL Gravity Boots were designed primarily for military use (over army boots) or for people with larger ankles/calves.  The diameter is 1" larger and the height of the shell 1-1/2" taller than the standard boots.  This provides a greater surface area of support around the ankles.  The calf loops were designed to place a slight bend in the knees with the purpose of taking pressure off the top of the foot.  With a larger surface area, the XL boots don't really require calf loops to serve this purpose.  Also, because most people who would require the XL boots wear larger shoes, the calf loops kind of get in the way (it's difficult to insert a large boot - say combat boot - through the loops).  The military guys never used them anyway.  However, if a user feels the need to use calf loops, the XL boots were designed to be able to accommodate them.
